Our team of experts has public and private, national and international experience and includes former Secret Service, FBI, military, Department of Homeland Security, police and fire officials.

Anthony R. Ardisson (Director, Fire Safety Planning) has over 30 years experience in fire safety and training. His qualifications include being the Chief of Public Safety for the New York City Fire Department, responsible for supervision of the Public Assembly Unit, Public Buildings Unit, and the High-Rise Unit.  In this capacity he oversaw code compliance in assembly areas in public and private buildings throughout NYC. He has served on various inter-agency committees, including the 1993 World Trade Center Bombing Sub Committee which studied and recommended methods to improve evacuation of high rise office buildings in the event of emergencies.  Chief Ardisson has participated in the development of fire safety plans for both public and private buildings.  He currently serves as the Fire Safety Manager for a prominent Manhattan art museum and is a graduate of the New York City Fire Command School.  Chief Ardisson is a member of the New York City Fire Safety Directors Association and the National Fire Protection Association.

Sid M. Edelstein (President, iTeam Technology Associates, LLC) has over 20 years of professional experience in the information technology consulting arena and specializes in the fields of IT governance, regulatory compliance and business continuity planning. iTeam Technology is a New York City based IT consulting firm that provides a broad range of specialized IT consulting and technical support services to a diversified client base throughout the Tri-state area. The firm specializes in providing IT technology consulting and support services that meet the operational demands of the financial services, accounting and legal industries. Prior to forming iTeam Technology Associates, Mr. Edelstein was a principal with the accounting firm of Cornick, Garber & Sandler, LLP. He was the firm’s information technology director for over 15 years and the founder of CGSolutions, Inc., the firm’s business technology consulting practice. He is an associate member of the New York State Society of CPA’s (NYSSCPA), has presented at numerous financial and accounting industry technology conferences, and has authored and contributed to numerous articles published in accounting and technology journals, including The CPA Journal and Accounting Technology.

Sam C. Gonzales (Senior Mentor) has over 40 years of local and federal law enforcement experience.  His qualifications include over 28 years with the Dallas Police Department; six years as Chief, Oklahoma City Police Department (where he oversaw the city's law enforcement recovery and restoration efforts after the bombing of the Murrah Federal Building in April, 1995); and six years with the Federal Bureau of Investigation.  His experience ranges from articulating first-responder requirements for planning, training, and equipment to providing technical assistance and liaison throughout the nation's law enforcement community.  Chief Gonzales holds a Bachelor of Arts degree in criminal justice from Abilene Christian College and is a graduate of the FBI National Academy, the Senior Management Institute, and the National Executive Institute.

G. Chesley Harris (Senior Facilitator) has over 25 years experience in leading, organizing, and managing programs, groups, teams, and large organizations. Mr. Harris has developed training and education programs for public and private sector, and national and international audiences, covering tactical through strategic level operations addressing planning, security, current operations, operations centers, and crisis management and response. Mr. Harris has extensive experience in small group and plenary group training and instruction and has served as an instructor at the Joint Forces Staff College (JFSC). While at JFSC, Mr. Harris was selected as the Exercise Director, Homeland Security (HLS) Program for the Joint Forces Staff College, responsible for the overall development, delivery, and lessons learned from HLS training events. Additionally, Mr. Harris designed, developed, and fielded the National Guard’s joint staff training course administered by mobile training teams throughout the United States. While in the Army, Mr. Harris developed multi-level training programs for U.S., German, Spanish, and Dutch service members on strategy, plans, and training. As a part of his international experience, Mr. Harris was the Chief Planner, spokesman, and U.S. negotiator at the North Atlantic Council/NATO for U.S. politico-military plans and policies on peacekeeping and brokered the development of a critical international training and education program in seven countries that implemented common standards. Mr. Harris holds a Master of Science degree in Information System Technologies from the Naval Postgraduate School and a Bachelor of Science degree in Applied Engineering from the United States Military Academy. Mr. Harris is conversant in German.

Sarah C. McNealy (Medical Preparedness Programs) has over 15 years experience in emergency preparedness training, planning, operations and logistics. She has developed, coordinated, and delivered planning and training programs for military, public health and healthcare, state and local government, first responder, and businesses, programs designed for general employee populations through senior management levels. Mrs. McNealy has analyzed emergency management plans and hazard vulnerability analyses, and has provided oversight for various health system plans to ensure they meet guidance from JCAHO, CDC, FBI and other federal and state authorities. As a certified instructor for the National Emergency Response and Rescue Training Center (NERRTC), Mrs. McNealy has designed, delivered, and facilitated emergency preparedness training in both classroom and exercise settings for local and state governments and for both national and international emergency responders. Mrs. McNealy has had extensive recent experience developing multi-agency response and pandemic influenza plans and training programs for both state governments and corporations. While in the Army, Mrs. McNealy managed plans, operations, training, and security for the largest military medical center in Europe. She implemented its Emergency Management Plan and revised its Emergency Management Program, and established working groups between the medical center and local international host community. Also in this role, she coordinated emergency services, (including flights, ground transportation and care), for patients from the USS Cole. Mrs. McNealy holds a bachelors degree in English Literature from the University of Virginia and is a certified US Army Multi-Functional Logistician and Planner.

Anita K. Ohm (Programs Coordinator) has over 30 years of professional experience in operations and administration for multiple and diverse programs, including significant experience in federal and state regulations governing workplace safety.  Ms. Ohm was the manager for operations and administration for CB Richard Ellis, Inc's New York City office, where she oversaw administrative and training programs for over 65 employees and real estate managers in the greater New York City metropolitan area.  She has experience ranging from commercial leasing, to property management, to development of training programs.  Ms. Ohm has an MBA from Fordham University and a bachelor's of science from New York Institute of Technology.  Ms. Ohm currently coordinates Remlu's New York City Emergency Action Plan Services program.

Tom C. Ulmer (Vice President, Training and Exercises) has over 20 years experience in emergency preparedness training, planning, operations, analysis, and feedback systems. He has developed and implemented training programs across the spectrum of military, interagency, and multinational operations, covering a variety of areas which include security, emergency response, information management, homeland security, and homeland defense.  He has facilitated training and exercises from the first responder through senior leader levels.  His experience covers the spectrum from small group functional training to larger, plenary style, academic education.  Mr. Ulmer holds a bachelors degree in psychology from West Virginia University and is a Department of Defense certified Joint Specialty Officer.  Mr. Ulmer continues to provide subject matter expertise and training throughout the United States via the National Guard's Joint Task Force Headquarters and State Headquarters training programs.  Mr. Ulmer also has recent extensive experience developing and implementing web-based and distance learning training.

Walter F. Ulmer III (President) has 30 years national and international planning and exercise development experience, ranging from planning military security operations to developing preparedness plans for private corporations.  He has developed emergency plans for public and private facilities, local jurisdictions, health departments, colleges and universities, hi-rise buildings, and security service companies.  He holds a bachelors degree in engineering from the United States Military Academy at West Point, a Masters of Science in Administration from Central Michigan University and is a graduate of Harvard University’s School of Higher Education Management Development Program.  He is a certified instructor for the National Emergency Response and Rescue Training Center, US Department of Homeland Security and delivers emergency preparedness planning seminars to senior emergency management officials and elected officials throughout the United States.  Mr. Ulmer is an active member of the Building Owners and Managers Association (BOMA) New York City Preparedness Committee and has chaired sub-committee task forces which have developed strategies for building owners and managers to address impacts of a flu pandemic on the commercial hi-rise community; and have developed building-level drills and exercises designed for building staffs to enhance their preparedness.
