Exercises are one of the most important aspects of emergency preparedness. They are first used to validate planning and then to sustain organizational competence. Whether they are walk-thru rehearsals, tabletop exercises, drills, or tests, their importance cannot be understated.

As in planning, there are procedures for developing sound exercises. Goals and objectives must be established; participants identified; exercise assumptions and constraints defined; scenarios, timelines and storyboards developed; and exercise support materials produced. Exercise facilitators must be qualified and the facilitator-to-participant ratio must be appropriate for the type of exercise delivered. It is no small task to develop a worthwhile exercise, but the rewards are immense.
